The world is living in times of important transformations, and international security is fundamental to maintain international stability through lasting peace.
That is why we make a respectful call to all actors in the international community, to retake and establish diplomacy as a fundamental means to achieve the peaceful resolution of differences between countries, through dialogue and consultation, through an International Peace Conference to establish the route map and dialogue to promote peace conversations between nations.
International commitment, cooperation and solidarity are fundamental at this time, so that diplomacy for peace and the establishment of peace requires the interest and will of the entire international community.

An International Call for Peace

Starting from the fact that diplomacy is the activity to carry out the foreign policy of a State, exercised by persons on behalf of the peoples they represent, through Heads of State, Ministers of Foreign Affairs and Delegates, with the aim of resolving tensions or conflicts, through peaceful negotiations, on matters of common interest, and/or to maintain, restore or achieve peace, for peaceful coexistence among nations, diplomacy must be an essential element in the relationship between States.
As an institution, diplomacy has proven to be a fundamental international tool. As an activity, diplomacy teaches us that it is a continuous process.
In the face of diplomatic tensions, diplomacy has an important role to play in resolving this type of situation, if we remember that it consists mainly of the ability to peacefully resolve international difficulties, while allowing the solution of this type of conflict through peaceful means such as dialogue.
Thus, diplomacy has evolved and has a wide variety of mechanisms for nations to resolve their differences through peaceful means. Thus, for example, there is epistolary diplomacy, in which high-level negotiations seek to avoid disastrous consequences of a serious situation of international conflict, and on the other hand, there is preventive diplomacy, to prevent the existing situation in dispute from becoming a conflict.
We respectfully call for the current diplomatic conflicts around the world to be resolved through diplomacy, dialogue, communication, cooperation and stability.
The world's diplomatic history has shown that multilateral, bilateral and regional cooperation has benefited all parties.
Thus, the international community could resume the relevant diplomatic channels to re-establish communication and dialogue in order to move towards mutual understanding, based on mutual respect, respect for the international legal framework, cooperation, stability and peace.
Respect for international law and protocol are essential for relations between States to develop in an environment of respect, harmony and peace.
In the face of an increasingly divided multipolar world, diplomacy is required so that, through dialogue, and in accordance with international law, these diplomatic tensions between States can be resolved. Let us remember that the role of diplomats is mainly to reduce diplomatic tensions.
Thus, diplomacy, being the activity of opportunities, allows, in these times, to show its transcendental usefulness in the development of international relations, with the important objective of preventing tensions from escalating into conflicts, and, on the contrary, peace being re-established.
Peace must be at the center of diplomacy, in other words, diplomacy must work towards achieving peace.

Save the Pacific Ocean!

We urge the government of Japan to suspend its plan to discharge nuclear-contaminated wastewater into the Pacific Ocean.
We are concerned with the report of the International Atomic Energy Agency (IAEA), submitted on July 4, 2023, and we are worried about the Japanese government's unilateral decision to continue with its plan to dump radioactive water from the Fukushima Daiichi nuclear power plant into the Pacific Ocean.
We believe that the IAEA's recommendation should not determine whether Japan can discharge nuclear-contaminated wastewater, because its recommendation is not legally binding.
Rather, Japan must respect international law, specifically, the 1972 Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, which among its priorities states that all practicable measures should be taken to prevent pollution of the sea by dumping of wastes, which may create hazards to human health, harm living resources and marine life.
The Pacific Ocean does not belong to Japan, the Pacific Ocean belongs to all humanity.
